This is a vintage Homer Laughlin Virginia Rose pattern cereal bowl.
The 5.25" diameter bowl is cream in color with a silver-colored band around the scalloped edge, embossed silver-colored flowers, a band of pink, white, and blue flowers around the top with a band of tiny silver-colored flowers and scrolls underneath, and a bouquet of pink, white, and blue flowers in the center. On the back, it reads "Homer Laughlin Virginia Rose Made In the USA" and the number code M33 N8 signifying it was made in we think the second half of December 1933 (We found no M in the date codes and January 1934 is A).
The first letter of the code is the month, the number for the year (e.g. 30= 1930), the N is the Newell, West Virginia plant and the 8 is the plant #.
This bowl is in good pre-owned condition but has some chips on the bottom of the rim and some crazing.
